Technically, you could just take off the entire exhaust system and run open headers. That would increase HP (at like a million RPMs and at extreme loss of low-end torque), be cheap, and relatively easy... although you might unintentionally start my first suggestion. Who needs to paint flames on when you can have the real thing?

nothing cheap will really help you (throttle body spacer, cold air intake, cat back exhaust) if you have larger than stock tires you could regear. or an engine swap. or buy a different vehicle. those are pretty much your options

Head and cam work or a stroker. That's it for the 4.0L
As for cost effective, even the head and cam work will cost more than it's worth since you may gain 25 hp at the crank max.

LOL. Like the other guys said. SEARCH. If you did that then you would have found the same answer that youll get here. The 4.0 is perfect and you cant do anything to improve its gas mileage or power. No bolt on is good enough for the Jeep 4.0.
