Heater Not Getting Very Warm ?

I have a 98 TJ with the 2.5
I have noticed now that the heater is not really putting out the heat like it should.
I have taken the heater hoses off and run fresh water through thinking maybe the core had some blockage,it seemed to be flowing fine.
The top hose is hot the return hose is not as hot as the top.
The temp gauge consistantly runs around 195-200.
I even took the return hose loose when I had the engine running and it seemed to be circulating fine.
In other words what the heck could be the problem?
Are these Jeeps notorius for this?

Try changing your thermostat.
