Front wheels lock up

Hi and thanks for any light you all can shed on my issue.

It seems my front wheels lock up unusually easy lately. First noticed it while applying the brakes on a slight decline. It was on wet asphalt that is super smooth. The Jeep just started sliding and I had little control over the steering. I used the hand brake and that seemed to stop the slide.

And it happened a second time a couple days ago when just the passenger front tire hit a little mud. The Jeep just kept sliding for about 2ft.

Is this a brake pad issue or something else lurking?

Tread is about 60% on the tires.

What kind of tire?
Speed involved?
You say this has been happening lately so I assume this is new and would not have happened in the past in similar conditions?

Its a mud terrain tire and each time the speed as been less than 5 mph.
