Exhaust making a vibrate/ricey sound

Exhaust just started to make a sound that sounds like it vibrating or something. Makes it sound like a "rice rocket" for lack of better words. It only seems to be happening at speeds lower then 30 mph roughly. What could it be?

Turns out its a hole in the weld of where one of the pipes goes into the muffler
