cheap racks for '05 Wrangler w/ hard top

Looking for ideas/suggestions for a cheap rack system to carry kayaks ontop of a '05 Jeep Wrangler X w/ hardtop. I looked on the net to see what I could find and can't really find anything under $500.
If I would get the Thule brand or Yakima brand set up, would the hard top be able to support the weight of the kayaks? Only about 70lbs. max.
Any suggestions would be greatly appreciated.

Go with the SURCO Rails and the surco roof brackets, I got them along with a SURCO Safari Roof Rack and they work great !!!! www.surcoinc.com
