Rust Bullet works really really well, I actually used Por-15 for a while and a friend at work that restores 1940's and 1950s cars and trucks told me about Rust Bullet, it way easier to work with that Por-15 was. With rust bullet all you do is scrap of any loose pieces of rust, and paint it on, Done. the sand it a little and paint it what ever you want.

A coat of grease or oil. Or a spray paint job that you redo every year
