Body work and welding questions.

Hey everyone, I recently posted a thread about some damage I found on a TJ I bought. I have a question concerning how to get the smaller dents out of the body of my TJ. What is the process to do it (I was told to hammer it out but not sure how). Or does anyone know anybody in the Virginia Beach area that could get me a deal? The main part I am looking for is a decent welder that will not over charge me. I would greatly appreciate any information I could get. Thanks and have a good day.
If anyone needs to see the photos first I can link my last thread.

Did someone sell you that and cover up the damage with red tape? If so that's pretty low.
