The actuation diagnostic test is a software subroutine originating from within the cluster (ipc). It only monitors the external bus line input to detect if there is vehicle movement so it can exit the test (safety). The cluster (ipc) is a self contained unit of gauges, solid state board, plastic parts etc.(not readily serviceable as separate parts) apart of bulbs. When I was referring to the connections at the gauges- I was referring to taking the cluster apart to expose the board and solder connections (removing rear cluster cover).
So yes you need a new cluster (ipc) - unless you have connections to a automotive electronics/cluster repair shop such as: MM Innovations, LLC
Just pick up a scrap one and have the mileage adjusted (or not...but keep a record to stay legal)
