99' Jeep Wrangler starting issue

Hey everyone, i have a 1999 Jeep that my parents bought new. Its the Sahara edition, 4.0l, auto, 125k. When you go to start it, whether its hot or cold, it wont fire on the first try, always the second. If you turn the key on, then off and on again, it starts great. So what are some things this could be. It seems like the fuel pressure doesnt build up.

Any help apreciatted thanks.

There is a check valve in the sending unit (in tank) that is supost to hold fuel in the lines and fuel rail, when it goes out the fuel drains back and it takes one or more cycle of the key to reprime before it will start. Only cure is to replace the unit in the tank as far as I know.
