98 tailgate question

i just removed the rear tire carrier/ brake light and bumpers from my tailgate since im getting a bumper with tire carrier soon and i was just wondering if i should put the bolts back in or leave them out. my only concern is water getting in the holes where the bolts/ screws used to be. i have one of the tailgates without the vents if that makes any difference. thanks for any advice- i know its a miniscule issue i just dont wanna risk it becoming a problem

You can buy small rubber plugs to fill the holes and keep water out.

I just put the bolts back in, just in case I ever need them again, buy you could us plugs too.
