97 wrangler blows cool air for heat

I've replaced 192' with 180' thermostat, did not work, heater core supply hose gets hot, return is not so hot so I thought core was clogged but I am able to blow air thru supply line almost as easy as thru a new core, I don't want to replace core only to find out it is something else, could it be water pump not moving water hard enough? how can I test for this?, I do not have an overheating problem
