I am happy to say I found the problem. I removed one at a time and replaced each wire in the OBD II plug. Cleaning each connector. There must have been some corrosion that I was unable to reach externally.
PROBLEM SOLVED !!!!!! Passed emissions !!!! Thanks for everyone's help Chris

You can get pin removal tools online for pretty cheap. I have to replace my obd II port soon because a friend kicked it when climbing out one day.
