4th gear problems

i have the 5 speed transmission behind the 4.0 in my 03 wrangler X...

when i go up/down hills in 4th gear and get to 2000 rpms (60 mph) and push the clutch in to shift out of fourth, it sticks... i dont ever force it, if i cant move it easily, i dont force it out...

if i rpm match back to 2000 rpms, it will pop out... and if i double clutch that seems to do it also...

it only does it 20% of the time...

what is my problem, bad synchro?
