2001 TJ Wrangler

2001 wont shift into gear
i have a 2001 wrangler 6cyl. manual trans. the problem im having is when it is running it wont shift to any gear. when it is off it will shift through the gears. if i try to start it in gear it wont start but will crank will the jeep moving forward slightly like under load. do you think its the neutral safety switch? thanks for any ideas. -ken
