Check your light sockets for corrosion. I had all kinds of light issues and had to buy new turn signals for the front and now everything works.

check your grounds thats the most likely source, remove the light and check all the connections and make sure the screwa are tight and aren't rusted and don't wobble in the hole.

I agree. your turn signal is a complete seperate signal ( positive voltage)... It HAS to be a ground issue.. With the taillights on, there just isn't enough neg voltage to power both.

Work the turn sig lever up and down(ign OFF)a couple of dozen times.
The contacts get dirty and you loose your turn sigs.

Brakes lights should illuminate anytime you depress the brake pedal, regardless if you have your headlights on or not.

What are you asking? Are you having problems with brake lights not coming on when the headlight switch is pulled or are you questioning the OP, who posted the question back in the beginning of 2007?
