What are these? Washers or shims? Reassembling spring perch?

I have never pulled an axel, front axel if it matters,

when I went to remove the plate, there were these “things” between the nut and the plate, I first assumed they were lock washers, then I realized they were not whole washers, but ¼ to ¾ moons, not one was complete. And I don’t think there were 2 + peaces around the bolt.

Do we think these are “broken” lock washers, or is this some kind of shim that I was aware of, and will now be a pain, because I did not pay attention to what went where? I have never heard of a broken lock washer.

I have photos but I bet someone tells me what I need to know before I can upload an post.

They could be flat or lock washers. If the nuts are lock-nuts, they would be flat washers. If they are not lock nuts, they would be lock washers.
