Originally, they were indents for folding down the soft top bows on the old CJs.

They started putting that indent on with the introduction of the new CJ-5 model in 1955 and was used mainy for the military version for exterior accessories. Most times it just had a footman loop screwed into that area for holding things even if the top was up.
