Weber carb adapter plate?

I just tryed to bolt on the weber to my intake using the provided adapter kit, and the first plate bolts to the manifold with the cap screws and gasket. The second plate however that uses smaller allen head bolts isnt working. It seems the bolts themselves arent long enough, and the threads on the lower plate dont come all the way up the holes. Anyone ever had an experience like this? I know im using everything correctly. So im going to try to get some longer allen head bolts.

I've installed 3 of these and have never seen that happen before.
Very strange... can you take a pic of how you have it setup?

Update:

Seems the allen bolts provided to bolt the second plate on were to short. A quick run to home depo got this fixed i think they were 16mm and the ones provided were 12mm. Glad i got that fixed and it started right up. Now to tune it.
