w/wiper delay not working

I have factory intermittent wipers in my 84 cj. Low speed and high speed work and when you switch it too intermittent it works on slow but when you turn the knob to the left to delay it there is no delay at all. I put in a used module, switch and the directly connected wiring but it still works the same. So checked for continuity between all wiring between the switch and the motor and if it all has continuity then the intermittent module needs to be replaced . And it all had continuity. Also with the key on but ww switch off there was no voltage at the motor. I also prised open the black box and looked at the circuit board and all in there and saw no signs damage. I slso put in a fuse in place of the breaker in the fuse panel temporarily and that didn't fix it. Also my washer does work. Any other ideas what could cause this ?

Your either having trouble with the Wiper Governor or the Wiper Switch itself. Try cleaning the rheostat of the switch first as it may have corrosion.

When in intermittent mode, you should have power on the white wire from the switch and ground. That power goes to the governor for intermittent mode.

Cool okay. I don't see a way to take the switch apart though other than drill rivots. Now should the test light on the white wire flash on and off or be lit the whole time ?
