VIN numbers

Hey this guy is selling me his 1974 cj5. There is one problem though. He gave me the VIN number but there was only 13 digits in it. Arent there supposed to be like 17? Should I be worried about this?

If I remember correctly pre 80 had less digits. If the Title looks ok I wouldn't worry

I have a 1975 Jeep service manual. It says Vin #s for 1975 have 13 digits.
