Temp Gauge Pinned

Just got this 84 CJ7 258 running and the temp gauge was pinned after only a couple of minutes running. Engine wasn't even that hot. I could touch the block and leave my hand there for a minute or so. I would think if the gauge is reading 250 I would burn my hand instantly. Would that be a bad temp sensor or maybe the gauge is bad???? Thanks for any help.

Could be either.
