Is this TC lowered?

I ordered a CV shaft and 4" lift kit 2 days ago, just after the payment I started thinking about all the problems I might face after the parts arrive and we start fitting them.

Then I realized my shackle lifted jeep may have a TC done before I bought it.

Can you guys tell if this TC is lowered? My engine is slightly tilted towards the back, so here are the pics....

Thanks

If it were lowered you would see spacers between the bottom of the frame and the crossmember that it's sitting on.
