Steering Column: Replacing Upper Bearings

I have a tilt column. There are two bearings on the short shaft above the tilt pivot point. Both were bad. I ordered the upper bearing and rack kit that came with two bearings, a race, the plastic rack gear, the rack, rack gear spring and spring screw. The bearings have what looks like an out race on them. Am I supposed to remove the plastic ring and balls from this metal race? It looks like the outer races are built into the upper steering column housing to me. Is this true, or do I need to pry/hammer these out?

Thanks,
Aaron

I figured it out. The races come out of the housing...it just didn't look like they would. Nothing a hammer, screwdriver and some persuasion couldn't cure.
