Smog pump is leaking water....

Hey guys- I have a 79 CJ7 with a 304. It has been in the garage for months because it has been running like crap and I had other things to do. Got it out today and it started right up, but it sounded like there was an exhaust leak or something and I noticed water bubbling out of a seam in the air pump. There was also a fine mist coming out of the relief valve if I goosed the throttle. Doesn't that system draw outside air?? And so how and why would water be in there??? Thanks for any ideas.

There is no water in there its just condensation.
