Scrambler with Weber, starts fine, wont accelerate

Hi,

Its an 83 scrambler and its been sitting outside in near zero weather for a month. got in and it started fine. put it in gear and pushed on accelerator but engine just wont accelerate. Seems to run fine except no go!

Need more info. Does it drown out or is it not receiving enough gas? What carburetor are you running? Manual or electric choke?
