Is it safe to remove a leaf

I have a 4inch lift on a 1980 CJ7. It rides horribly and is just too much lift. Would it be safe to remove the smallest leaf in the pack? I think it would give me a better ride and articulation. Any help would be great.

I took out two of mine till I got them "broke in" After that the ride wasn't to bad.

It's safe to remove a leaf. The bottem leaf won't change much. Remove the 2nd or 3rd leaf from the main leaf, the longer ones.
