Rear brakes locking up

My rear drivers side brake keeps locking up. It will lock up just before I stop, sometimes, and stay locked up until I either put it in reverse and move back a little or move forward, which takes a little extra gas.

The jeep is an 84 cj7 with AMC 20 with one piece Moser's. I have checked the fluid levels and pulled the drum off to look for obvious broken springs, leaking cylinders, etc. but do not see anything. Next step is to replace the brakes, but there is plenty of wear left on the shoes.

Has anybody else had this issue and can shed some light?

I would say the next step is to take a picture or two so we can see if something is missing or installed wrong.

Could the e-brake cable be sticking on one side?

Whatever is binding up has to be unbound in order to get the drum off, so it probably wont be obvious. Try pulling the drum off the good side and comparing the two.
