Question for those with the CP3045 vapor canister

'85 CJ7, 252 with weber carb

I swapped out the vapor canister based on a write-up I found. Everything went well and it seems to have fixed my idle/stalling issue. The only thing I notice is that the vacuum seems to always be on and there is a loud hissing sound from the breather on the new canister.

Should the vacuum be on all the time?

The canister should only purge in non-idle situations when the engine is warm. That's why it's connected to ported vacuum thru a CTO.

Just to be clear, this is hooked up properly?
Is it normal to hear it hissing all the time?

If it's "hissing" at the canister, no, that's not normal.

It's difficult to tell if yours is hooked up properly from the pic you've provided.

I can tell you that non-plugged port on your CTO is a major vacuum leak, assuming there is vacuum supplied to the CTO.
