PO put form a gasket on drum brakes, is that normal?

Upon diving into a brake cylinder replacement (86 CJ7), I've noticed that the PO placed form-a-gasket on a few places. Is this to reduce pad rattle? I've not seen this done, but I'm certainly no expert. Axel is a Dana 44, but that shouldn't matter. Thanks for replies!

No. There is a silicone grease for disk pads that reduces squeal, but nothing for drums.

My guess is that is some type of non-hardening gunk that he put in there for lubrication, but all it is doing is collecting brake dust.
