Both, are in the same place when I bought mine in 1985.

I thought the OP's question was regarding the cig lighter location for AC equipped CJs?

Yeah yeah. LG and I like to get off topic though!

Lighter is under speedo. Ashtray is just to the left under cable pull indicators.

They were in the same place on my 85 CJ-7 Renegade without A/C. My green jeep came with A/C and the lighter was in the same place as fishingfred's
