New Exhaust Manifold has bolts (other than for mounting)

I just ordered a new exhaust manifold for my CJ7, and I noticed the manifold has bolts in the bent portion coming away from the head. Almost as if they are vents. I noticed photos of CJ7 manifolds all show these bolts, however my original did not have them. Anyone know what they are for? I assume I just tighten them down and leave them be. Right?

Should I seal them up with something?

They are probably plugs for the holes used by the AIR pump manifold. You may not have had that manifold design, but when they make them for aftermarket replacement, it is cheaper to put plugs in than it is to make and cast a second design and then keep that one in inventory too...

Just make sure they are snug, and leave them be.
