Now we've got a good picture of the part, can you back out a bit for us to see the surrounding area for reference?

I raised my kids in Moorpark.

If I recall it goes on top of the crossmember to hold and organize your fuel lines after they come off the tank?

Correct, there are a few of them that bolt to the frame to hold the line in place .
