Installing model 20 outer wheel seal

Ok, I am installing a new outer wheel seal and bearing and got it all put back together. Problem is my wheel is either loose(has play in the bearing) or too tight(wheel wont spin or gets really hot). I have the 2 piece axle still and I know that I need to go to one piece but just gonna get me by for a bit until I have the money. What is the order that it all goes back together( Backing plate, outer seal, outer seal retainer?) I read on here that you just tighten up the nut and its good. Oh, I am working on the right side and from what I read the left side is the side with the adjustment/shims. Did I put it back together wrong maybe? Just got me stumped.
