the front blinkers ground themselves to the body via the special bolt they use. make sure everything has clean contacts with the body and wireing harness plugs are not corroded. a little sand paper on the contacts to clean, followed with dielectric grease works wonders on all you plugs!!!!!!!
the rears as well ground to the body so make sure the body and mounting bolts are making good CLEAN contact. I ran short ground wires for the rears on mine and got a better contact and brighter lights. this helped a ton as i have painted corner gaurds on the rear.
they're all looped together so pull everything, clean, and reinstall everything completely before rechecking.
check with the engine off and running. sometimes a weak battery will give funny results when just in the ACC possition but work well with the engine running.

While you're at it you might consider doing this too; http://www.jeepforum.com/forum/f8/si...grade-1022601/

The parts shop that stocks part for Skylab II will not have parts for our year/model of Jeep
We cannot accurately judge the trajectory of a speeding critter (cat, dog, sasquatch)

That's great news home alone, I reckon that why service manuals always start with the simplest and easy things when doing a diagnostic. I've found over the years even without a manual going for the fueses first, then the grounds, then the .... etc.
