Help! Need opinion on D44 axle

I need some advice. Just spent the majority of last day removing the old bearings and seals from the axles shafts and replacing with a new bearing kit. After all that and packing the new bearings, i went to replace the axles. After torquing the bolts, it looks like the outer axle seal just doesnt want to set or compress all the way. The plate seems to bulge and just cannot bring everything in flush.
I am thinking that maybe the new bearings were slightly wider or maybe the new outer axle seal is thicker than the original? Should i fab a new shim plate to go inside the axle plate to relieve some of that bulge?
Has anyone ever experienced this?
Thanks for your advice and thoughts.

Not sure if this helps but...scroll down 4 photos and there is a picture of mine with the seal, bearing and retaining ring for reference....and bolted up flush.

Got in a hurry and forgot about the brake drum. Wow! Long day or too many fumes? Haha. What happens in the garage........
