Fuel pump problem

I rolled the jeep out for the first time in a few months and tried to crank it and it just kept turning over. It seemed like it was out of gas so i put 5 gallons in it and tried again. Nothing. The spark plugs are sparking so i pulled the line after the fuel pump (between fuel pump and carb) right before the filter. I tried turning it over and no fuel came out. I put the fuel line in a small container of fuel and the fuel pump actually sucked it up, back toward the tank.
I don't know much about mechanical fuel pumps and i've tried searching for a post with a similar problem but came up empty.
Is the fuel pump bad?

The mechanical pumps can take a starter damaging length of time to suck up from an empty tank, priming the carb 2 or three times with 1/4 cup of gas poured right down it can make it start to work.
