Question Fuel Injection

Need Help geeting Jeep back on road( And Off road)
I have an 80 CJ-7 with 258 and carb and NO emissions. Problem is, I now live in Houston, Texas and its required. Options are:
1) Replace all the needed crap
2) MPI
3) TBI
I know fuel injection will replace many of the needed parts, but which ones?? And which injection systems are real quality for the money??Holley seems to have a good price and Im definately on a budget. Over $2000 is way out of reach. Thanx in advance.

Im also looking at the holley 950 TBI fuel injection kit. It is completely programable from a laptop. Mopar makes a kit I hear is very good for the 4.2 but I think is a bit over your 2k price range.
Jeep what else matters.
