Yes the filter return line goes directly to the tank and does not connect to the canister. However, the canister does have a line that also runs to the tank as a vent.

Fuel filter return goes to tank to recycle gas and pressure doesn't build.

Gas tank has a vent line to canister to collect vapors to reduce venting to atmosphere

Carb bowl has a vent line to canister to also collect vapors.

some put any cheap filter on the canister line from the tank in place of the canister, anything to keep crap out and let it vent.

My carb does not have a vent (mc2100/2150) and my canister (from 89 xj) does not have a place to hook to the carb or vacuum.
