Frame cross member

A few questions
79-cj5 258 3 speed

The bar that attaches to the motor mounts, under the motor, which way does it mount?

I was putting my tranny mount/skid plate back on after painting the frame and the holes do not line up. They are off by 3/8" easy. There is no body on the frame right now.
If i spread the frame rails then bolt up the plate, will this be enough to hold the frame rails apart? Also, if I bold the body back on, then drop the tranny plate, will the body be stiff enough to hold the frame rails in place?

Has any one built a bolt in crossmember to hold the frame rails apart?
