Fender rust

I am planning on tearing into my jeep this winter and doing a full frame off, clean and paint everything and make it look good again job. I am trying to figure out if I need to buy some new fenders. I have a line on a pair of OEM that are in awesome shape that I will prob buy soon.

My question is this: My fenders have rusted where the 2 parts were bonded/spotwelded together. Even though one of them looks OK, you can still tell there is a considerable amount of rust between the 2 sheets because of the rust stains. Is there any way to prevent this when I go to repaint the jeep? any thin liquid coating that can be washed down between the 2 to make them not rust or stop rust in that area? Here are the pics of my fenders. I know the passenger side would require more work than its worth, but the driver isnt that terrible in my mind.

It was a pretty poor design seeing how theres no way to get paint in there to prevent rust. these things probably started rusting in that spot on the showroom floor.

In my opinion, get the better fenders and use them instead. That is what I call seam rust or expansion rust. Short of drilling out all the spot welds, taking the fenders apart, and removing/treating every inch of it, its not going to go well.

As a side note, someone may be willing to buy your old ones as inner fenders are needed for certain tube fenders.

Use a phosphoric rust converter, then seam sealer, then paint.
