Emission Laws in GA

I've got a 1985 CJ-7, it's 4cyl was replaced by a 304 V8, which will be replaced by a Ford 351 Windsor.
The previous owner did'nt need to get emission test due to where he lived, but Unfortunately, I do.
I have got Cat.Converters, but is that enough? I really dont want to put the smog pump and all that crap on.
Maybe a VIN tag from A 76' or 77' CJ7?

I live in augusta, ga richmond county,, NO SMOG,,,, I wouldent mess with vin tags,, just register it in a diffrent county,, the smog is not state wide you could even get one of those mail boxes from a place like mailboxes etc. where you get a street adress that looks like an appartment adress. then go register it under that address in that county. I am originaly from california and have delt with my hot rods for years by registering them out of state with a friends adress
