Drivers side brake light wont work with headlights off

I searched and read a lot of threads but havent come across the problem I have. Sorry if this has been addressed before. With the lights on (headlights + taillights) my drivers side brake light, taillight, and blinker work. With the the lights off, the blinker still works but the brake light does not. I checked the grounds and the fuses and replaced the bulb. Am I missing something? The passenger side light works fine. I thank you in advance for your help.

If you're sure the grounds are good, I'd suspect you have a bad turn signal switch in the steering column -- especially since the turn signal works but the brake light doesn't -- they use the same filament in the bulb and use the same wire from the column to the light bulb.
