Does this look right?

After running my jeep for about 30 minutes, I went in the house for about 30 minutes and came back out and I was looking at my ignition setup, and noticed that this thing (fuel filter?) looks like this. I've noticed that sometimes it is completely full, and now it looks almost empty? Which way is it suppoesed to be, full or almost empty? Any advice is awesome, I need to learn..

when the pump isnt running, gravity takes over and the fuel in the lines will eventually return to the tank.
