Deceleration Valve/Anti-Backfire Valve

Can someone explain how the deceleration valve works? Also where can i buy a new one because i believe mine is broken.

86 CJ7 black and stainless, 258, T5, spring over
33 in bfg mt's, amc 20, 1pc axles
