iirc and it has been a while,

to get the left shifter to go to the 2wd position/forward, the right shifter must be in the high/rearward position. try and move the fight shifter to the middle/neutral position and see if the left shifter will move.

Many years ago I had a 47 CJ2A when I was 18. I had a hard time getting it out of low 4x4 and a old machanic had told me about this. I would get it in reverse and get it going about 5 mph and push the cluch in and pull the shifter at the same time and it would pop right in the netural. He had said something about gear bind or something like that but it worked for me.

does it have manual hubs on the front? Sometimes I have a hard time when they are locked. Other times, if I am not on level ground it is a little touchy too. You might try drinving back and forth a little to loosen any binding.

Dis-engage the hubs and lift/apin one tire to insure they are unlocked.
Remove the inspection cover on the t case and inspect the shift rail for rust. This includes the outer rail as well. If you see some clean it with emery cloth and try again. Shift through the gears looking to see if there is anything binding or bent. If you don't find anything, chances are one of the detents or the interlock pill is rusted tight. you can try disassembling the interlocks and springs and spraying some WD40 in there, continuing to work the leavers. In the end you may be forced to disassemble the t case and give it a through cleaning. Might not be a bad time to replace all those 30 some year old seals as well.
On a side note, don't forget to check ALL the boxes, including the front knuckles for lube.

A rebuild is up to you. If you go that way, you will have to remove and dis-assemble the case, a situation you may not need to be in if you can get the thing to shift. If you simply want piece of mind, then by all means get the kit and go for it.
The 18 will handle 33's just fine. The F head is a solid engine, if somewhat short in the power department. You will need to check the gear ratio's to know for sure how it will handle the tires. Driving it wouldn't hurt your decision either. You may find that it is set up just right for your application.
