CJ7 carb; what the heck?

I have an '86 CJ7 with a YFA carb. I am having an idle issues as everyone that has ever owned one of these seems to have, so I took the air filter off to inspect the carb. This is what I found:







What the heck do you guys/gals think is going on here? I'm assuming the bolt from the air filter is supposed to go through that wire loop, but I'm not sure why the previous owner felt the need to jimmy-rig it this way.

It looks as though the PO has forced the choke plate to stay open with the wire loop. Perhaps this contributes to your idling problem.

Check that the choke mechanism is working as it should first.
