If it has not moved / ran in 8+ years $500 is the right starting point for a offer from you.

$500 would be a dream come true. Or a funny story to explain that new scar! The way I figure, $500= 13 cents/pound! Yeah, I've got time to do silly math
Bag to the shop, bikes are awaiting, and insomnia is kicking hard!

What's it worth to you? That's the main question?
I'd probably offer him 8 or 9 hundred dollars, but a lot depends on the condition of the frame. Depending on that, it could be less.
In my mind, even though the engine MAY have 38K miles on it, it probably should be looked at, internally. At a minimum, all new gaskets and seals.
I know for a fact, that if I bought it, I'd end up spending a small fortune on it...I'm crazy like that...

That is the question that I must consider in this deal. I actually don't really need or want the Jeep, I want to get it to somebody that would enjoy it and actually use it. So with that being said, I can easily walk away from this deal, but I wouldn't be able to live with myself everytime I drive past the guys house to see it sitting there.
I had thoughts about getting it for my wife, but she probably wouldn't drive it. I then thought about a high school friend that had a CJ7. She sold it when she graduated because she needed some quick cash for college. When she seen my CJ7 she instantly fell in love and started talking about buying one for herself. I know for a fact she will drive the CJ5 because she loves Jeeps.
Either way, I want to get this to somebody that would do more with it than letting it sit. I guess to start the offers at $500 wouldn't be a bad thing. I don't want him to think I'm wasting his time though. Also my poker face sucks!!! I'm not one to really haggle with people on prices.

Personally, the fiberglass tub and 4-banger would cause me to walk away.
Not that it wouldn't make a nice rig for somebody, it's just not something I'd consider.
Steve, when you finally get your rig back together, you should drive it over to show the owner of this CJ. That may inspire him to give her a little luvin'.

Matt,
I was driving my 7 when I stopped over yesterday. He did a once over of my rig, but you can tell when somebody's into Jeeps and he didn't give me that vibe. I'm not sure if that behavior will be a bonus for me because he may bite on my first offer since he doesn't seem to interested.
I know the glass and 4 banger aren't sought after, but it has good structure and could make a great project. Or like I stated earlier, a good vehicle for my high school friend.

I tried to buy a 1964 Ford pick up from a 90 year old guy once, when it came to price, he said "I just need to get enough to go buy a brand new one"
Let the guy name a price to see if you are even in the ballpark.
As I have illustrated in my above comment, some people truly have unrealistic expectations.
You see similar Jeeps on ebay almost every day, so you can go on there and see what they go for, and read all about them.
I don't believe in 500 bucks being "insulting" to someone, I just think of it as a transaction, and he can say yes or no to any price, it's not personal, it's a transaction.

Always....always...make the seller name a price, first. That way you don't leave money on the table.
Well, good luck on whatever you choose to do.
I have my eye on an ol' Willys sitting in one of my neighbors yards. The owner is a widowed lady who probably would be grateful if I just hauled it away. I've been dragging my feet because, like you, I'm not sure I want another project.

Well i do have an extra i6 Laying around and for the time and price for swapping the engine, I'd swap the axles into my jeep cause I'm again looking for some 4.10 gears.
I certainly have the room to keep it over here. If you have to move fast on it.
Looks just like mine now. Grass and everything.

Personally, I'd wait for him to fire it up. If it runs, I'd start around 8 or 900. If it doesn't, 4 or 5. Actually, just offered a guy 250 on a 60-something he pushed up out of a field the other day... Then again, its parts only.

Tough one, unfortunately you both know what it is worth in parts, but only you and us know he will never get around to actually doing that until its rotted down into the dirt. And in his head he thinks YOU should pay him so YOU can go through the hassle of parting it out for him. I think in this situation, you are kinda obligated to offer him around 900- 1k for it at least to keep it civil, and unfortunately that is not the best deal ever. good luck, i'm interested to see how it turns out.
