CJ 2.5L Holley Carb Tuning

I've got an 84 2.5L with a Holley carb on it, I bought a Holley renew kit and I'm getting ready to rebuild it. I'm planning on grabbing a vacuum gauge so I can measure manifold vacuum when I'm tuning. Should I look for a good air/fuel ratio gauge?

The carb is filthy on the inside, I get a single backfire when I shut the engine off, occasionally it will idle on for a few seconds after turning the engine off also. Am I experiencing a timing issue?

Any input would be helpful before I tear this thing apart.
