Push the little lever down with a finger while rotating the cylinder back. That's how it's supposed to work.
I used Mr. Strenk's link to change the key lock cylinder in my tilt column on my '83 CJ7 last fall....one of the first things I did to my Jeep after purchase. The instructions and pictures were great, and close enough for my application. I splurged and bought the NOS AMC keyed version. Thanks, John.
