'85 Cj7 rebuild electrical question

Hey everyone. I'm fairly new to this sight but have been trolling for awhile. I am rebuilding a cj7 '85 and finally putting it back together. I finished wiring harness today, hooked everything up appropriately(so I thought). I attempted to turn it over and nothing!! Any ideas to get me started would be great. I live in a part of California that is smog exempt so kill be removing all emissions that clutter motor area. Added before and almost afters to thread.

What part of Ca. is "smog exempt"?

Does the starter solenoid "click" when you turn the key?

Just throwing this out there, you say you've rebuilt things, did you paint the frame and engine mounts? Could the bolt holes in things be painted enough that your not transferring a good ground connection from the block back to the battery?
